Who can apply

Ugandan citizens can apply as non-EU nationals. Applicants must have a confirmed employment relationship lasting at least six months and possess higher professional qualifications, normally a higher-education qualification involving at least three years of study or qualifying professional experience considered comparable. The job must satisfy the EU Blue Card salary requirement, which is EUR 3,937 gross per month in 2026.

Finland\'s EU Blue Card provides a residence and work route for highly qualified professionals recruited to eligible positions in Finland. Applicants need confirmed employment and qualifying higher professional credentials.

Benefits
The EU Blue Card permits highly qualified employment and residence in Finland and can normally be granted for up to two years, subject to the duration of employment and passport validity. Eligible applicants can use Finland\'s fast-track procedure, which aims to process qualifying EU Blue Card applications within approximately two weeks, and may apply for a D visa in connection with the residence-permit process.

Requirements
Applicants need a valid passport, confirmed employment documentation, evidence of salary, higher professional qualifications, passport photographs and documentation proving legal stay in the country where the application is submitted. Additional documents may be required depending on prior EU Blue Card status or individual circumstances.

Secure qualifying Finnish employment, create an application in Enter Finland, upload the employment, qualification, salary and passport documents and pay the applicable residence-permit fee. The employer supplements the application with employment terms, and the applicant completes identity verification at the appropriate Finnish mission or service point.
